Rails remain the most efficient, cost-effective means of mass transportation because they run on electricity.  All fuel forms can be converted to electricity -- meaning electricity is the common denominator. 
Furthermore, electricity can be obtained instantly from anywhere in the country, where other burnable power forms have to be transported. 
Another point is that electricity can come from the most economical source without having to convert the transportation vehicle.

Having grown up in Atlanta and having seen what "everyone
drivingtheir own vehicle" has done to the city, I am in favor of any approach to this problem that is efficient and effective. Trains
might just offer a valuable solution. Other forms of transportation
would still need to be examined; however an expanded rail system may
be an important part of the answer.
